Position Grade Job Description (JD) Eligibility Criteria
Director IT / CIO (Chief Information Officer) BPS-20 Regular/Contractual Age not more than 50 years The Director IT / CIO will provide strategic leadership and overall management of the University’s ICT systems and services, serving as the principal advisor to the Vice Chancellor on all matters relating to IT. The Director IT will be responsible for defining, planning, developing, executing, and managing the entire IT enterprise architecture, including network design, infrastructure, applications, and operations. The IT Director will also be responsible for ensuring that all ICT systems and services are secure, reliable, and aligned with the University’s vision and goals. The CIO will lead and guide the IT team in the design, development, and delivery of innovative technology solutions that will enhance teaching, learning, research, and administration. By focusing on implementing cyber security and governance (i.e., towards ISO-27001), digital transformation through ERP, and data analytics, the CIO will elevate the university to global standards. Additionally, the Director will Guide and lead a high performing ICT team, manage projects, and maintain high standards of service delivery and customer satisfaction. Qualifications: Master’s degree (BPS-18) / MS in Computer Science, Information Technology, or a related field from an HEC-recognized University/Institution. Experience: Minimum 10 years of relevant experience post-qualification, with 5 years in a leadership role within the IT department of an HEC recognized University or a large organization. Demonstrated experience in strategic IT planning, governance, cyber security, enterprise architecture, and managing large-scale, enterprise-level infrastructure projects is essential.
Director QEC (Quality Enhancement Cell) BPS-20 Regular/Contractual Age not more than 50 years The Director QEC will lead and manage the overall operations of the University’s Quality Enhancement Cell (QEC), in line with the Higher Education Commission (HEC) criteria and guidelines. The role involves developing and implementing strategies and processes for continuous quality assurance across all university functions, including academic programs, research, and administration. Key responsibilities include managing the QEC team, ensuring compliance with HEC regulations, overseeing program evaluations, conducting self-assessment reports (SARs), coordinating with external accreditation bodies, and promoting a culture of quality among faculty and staff. The Director will be the liaison between the University and the HEC on all quality assurance matters, use user feedback to optimize the university’s performance. Qualifications: Ph.D. / Master’s (M.S.) / MBA (BPS-18) / Master’s in a relevant field from an HEC-recognized University. Experience: Minimum 10 years post-qualification relevant experience, including at least 5 years of experience in a leadership role in Quality Assurance, QEC, Strategic Planning, Data Analytics and Accreditation in an HEC, recognized University, or large tertiary education accreditation councils.
Director R&D / ORIC (Office of Research, Innovation & Commercialization) BPS-20 Regular/Contractual Age not more than 50 years The Director R&D / ORIC will lead and oversee the University’s research, innovation, and commercialization activities, aligning them with the Higher Education Commission (HEC) guidelines and national priorities. The role involves developing and implementing strategies to foster a robust research culture, encouraging interdisciplinary projects, and supporting faculty in securing external research grants. The Director will also be responsible for intellectual property management, technology transfer, and facilitating partnerships with industry and government. Additionally, the role involves overseeing strategic initiatives to increase the University’s research output and impact, and to develop and promote a knowledge ecosystem. Coordinating with the Pro-Vice-Chancellor, Research and Innovation, ORIC, faculty, researchers, and students to accelerate the University’s research trajectory is also important. Qualifications: Ph.D. / M.S. / MBA / M.Phil in a relevant field from an HEC-recognized University/Institution. Experience: Minimum 10 years post-qualification relevant experience, including at least 5 years of experience in a leadership role in research administration, grant management, and technology transfer in an HEC recognized University or a large Research and Development (R&D) organization. Proven experience in fostering a research culture, securing grants, intellectual property rights, and commercialization is essential.
Director Strategic Planning & Development (SPD) BPS-20 Regular/Contractual Age not more than 50 years The Director SPD will play a key role in developing, implementing, and monitoring the University’s strategic plan and driving all its infrastructure/capital development projects. The role involves extensive collaboration with the Vice-Chancellor, Pro-Vice-Chancellor, Registrar, Finance Department, academic and administrative units to ensure alignment of resources with strategic goals. Key responsibilities include developing and managing the strategic planning process, leading institutional effectiveness initiatives, coordinating the preparation of PC-I/II documents for development projects, monitoring their execution, exploring and securing funding for development projects from government and non-government agencies, establishing monitoring and evaluation systems, oversee projects and prepare reports to relevant authorities. The Director will also be responsible for maintaining strong relationships with external stakeholders, including government bodies, funding agencies, and partner institutions. Qualifications: Master’s degree (BPS-18) in Engineering, Business Administration, Public Policy, or a related field from an HEC-recognized University/Institution. Experience: Minimum 10 years’ experience post qualification, with 5 years in planning, development, and project management in public or private sector HEI. Proven expertise in preparing PC-I/II documents, managing projects and coordinating with government and funding agencies.1
Director Works & Services BPS-20 Regular/Contractual Age not more than 50 years The Director Works & Services will oversee all aspects of the University’s infrastructure, construction, maintenance, and facility management. The role involves providing strategic leadership for the planning, design, and execution of all construction and renovation projects, ensuring compliance with building codes and safety regulations. Key responsibilities include overseeing construction projects (including PC-I/II preparation), managing the University’s physical assets, developing and implementing preventive maintenance schedules, ensuring a safe and functional campus environment, maintaining strict financial and regulatory discipline, the oversight of all service contracts (engineering, utilities, security, and landscape), and leading the Works and Services team’s efforts to ensure efficient management and timely completion of all projects within budget. Qualifications: Bachelor’s degree in Civil Engineering or a related field from an HEC-recognized University/Institution. Professional registration with PEC is preferred. Experience: Minimum 15 years post-qualification relevant experience, with 7 years in managing construction, maintenance, and facility management in a large public or private sector organization or HEC recognized HEI. Proven expertise in project planning, execution, budget management, safety regulations, contract administration and quality assurance.
Director HR (Human Resources) BPS-20 Regular/Contractual Age not more than 50 years The Director HR will lead and oversee the establishment and management of all Human Resources functions, including talent acquisition, public sector regulations, and Government policies & directives, performance management, compensation and benefits, employee relations, training and development, and HR technology. The role involves developing and implementing HR strategies that align with the University’s mission and goals, ensuring compliance with all applicable labor laws and regulations. Key responsibilities include managing the entire employee life cycle, fostering a positive and productive work environment, serving as a liaison between management and employees, and promoting a culture of accountability, continuous improvement, and organizational excellence. Qualifications: Master’s degree (BPS-18) in Human Resource Management, Business Administration (MBA-HR), Public Administration (MPA-HR), or a related field from an HEC-recognized University. Experience: Minimum 10 years post-qualification relevant experience, with at least 5 years in HR leadership, preferably in a public sector organization or HEC recognized University. Proven experience in recruitment, performance management, employee relations, and compliance with labor laws and HEC regulations is essential.
